Probably the same reason they always do it--one or both of the showrunners prefers Sam as the Hero and Dean holding Sam's cape.
The problem is that Dabb is actually even less competent at doing this than Kripke was. And Kripke sucked at it.

Is he really willing to wreck his career by being the show runner that caused SPN to fail? I don't understand hurting your career because you like one character over another. Seems pretty foolish to me.

Writing stories is hard. Writing good stories is harder. What worried me the most about Dabb (and what is pretty much coming true now) was his complete tone-deafness over the years when it came to avoiding cliches. That never boded well for his being a good head writer and he clearly lacks the skills to be a decent showrunner.

So does no-one at CW or WB check on Supernatural? Are they just assuming that fans will keep watching regardless of what garbage they churn out?
Are Dabb, Singer and the rest of these idiots so oblivious? The number of viewers are dropping. The demo barely made it to 0.5 - it was around 0.465 IIRC? And they don't intend to do anything or even introspect? This is just pathetic.

Dabb's increasingly hard-to-ignore backlash against the character of Dean Winchester is so relentless and checklist-specific that it's almost impossible to believe anymore that Dabb doesn't really hate the character and/or has no love for the actor playing him. If that's not what's going on, he's got a terrible way of showing his respect.
Otherwise, seriously, that's a lot of hate-on for a fictional construct, so maybe someone needs to inform Andrew Dabb that Dean Winchester doesn't actually exist! There are other people and things in the world that deserve his ire a lot more than someone pretend.
Honestly it looks to me like Dabb, who clearly doesn't have permission to fire Jensen, is trying to force him to ask to break his contract. Unfortunately, for Jensen's fans, he won't do that, so this empty shell of a character is what we're left with.
The other problem is that he's doing Sam no favors with this bullshit. I mean, I don't even see Sam anymore - that character doesn't exist either. All I see on screen is JP's agent wearing a suit made out of JP's contract. And all that does is piss me off.
