There's that saying, "Never attribute to malice what can be adequately explained by stupidity," AKA Hanlon's Razor. Clearly, the writing this season has been remarkably tone-deaf overall. That said, I think some malice is involved, in light of the past whining by certain parties involved on the writing side about lines being changed and storylines either they hated and the fandom loved, or vice versa.
And yes, there was a bit in there from "The French Mistake." Which makes sense, as the commentary in question was with Ben Edlund regarding one of Edlund's episodes.

Yeah, I'd go with that if MS hadn't said anything and hadn't killed the "maybe he'll be back" bsing on twitter, and if Ruth didn't seem pissed as well. The bad writing (and the bad attitude that precluded taking on board any criticism with good grace) almost certainly came first. I'm leaning toward humor of the dark kind. Yeah, probably. I still can't believe how callous Rowena's death was. And kind of depressed that the most we have to talk about during hiatus is how much the finale pissed us off rather than speculate over what awaits us in S13... Well... Dabb era I guess

It doesn't, and I'd bet that the bad writing is at the root of what went down, but the malice reflects poorly on them in a different way than if it were pure incompetence. Perhaps it would be more accurate to separate it out between "intentional, manipulative, planned, with intelligence" malice and "incompetent, lazy, can't-be-arsed-to-do-your-job-right-and-get-pissy-when-called-on-it, stupidity" malice.
As for Kelly, I hated her entire storyline. It was casual misogyny personified. Turning her into a screentime-sucking black hole that shortchanged more popular female characters was just the rotten misogyny cherry on top.
At least we got some resolution for Mary with Dean, but if Dabb had been writing that, you can bet it would have lasted all of five minutes, with the rest devoted to Kelly looking up baby names and rubbing coconut oil on her bump.
